No one appears for the appellant even then we have considered the grounds set up in the memorandum of appeal in order to challenge the order passed by the State Commission. Going by the entirety of the facts and circumstances of the case, we are of the considered opinion that the impugned order passed by the State Commission dismissing the application for condonation of delay and consequently the complaint, is eminently justified even if we condone undue delay of 136 days in filing the present appeal. The appeal is dismissed accordingly.
