The complainant in person is present.   Notices sent by speed post to the O.Ps have been returned without service. Both the O.Ps were not found available in the addresses given on the complainant. Record  shows that notices were sent  from the Forum twice but attendance of the O.Ps could not be procured. The complainant has prayed for closing  the complaint.   We have heard the complainant.   We have accordingly dropped the complaint.
