J U D G E M E N T
Facts of the case, in short, is that the complainant is a bonafide consumer in respect of electric meter no-815207, Type-A (DM-LL) installed at 35, Ghatakpara Road, P.O.-Bhatpara, Pin-743123 by the Op for the daily consumption of electricity for the purpose of household need hereinafter referred to as the said meter more fully and particularly described in the schedule.
Complainant stated that the complainant time and again requested the OP to visit the place of installation of aforesaid meter vas since the last billing period that of June to August 2014 an exorbitantly high rate of electricity bill have been sent from the OP which is beyond the consumption of the complainant. The complainant average bill tantamount to Rs 200 to Rs 300/- and after the replacement of the new digital meter this exorbitantly high meter reading very unlikely and absurd.
Complainant also stated that the complainant seeking no other alternatives being compelled and constrained made several oral and written complaints and intimated to the OP to clarify the ambiguity with request to check and replace the defective meter but the OP did not pay heed to any of the aforesaid request in as much as did not even bother to at least reply the same. Hence the complaint.
OP has contested the case by filing written version.

The O.P stated that the energy meter having Meter No. 815207 of service connection of Sri Balai Kr. Mukherjee, 35, Ghatak Para Road, Bhatpara bearing Consumer ID No. 155031262 was replaced No. 13.05.15 by a new electronics meter having Meter No. L0420669, make Landis and Gyr. Thereafter 4 Nos bills has been generated having billing period of July-August, 14, Sett-Nov; 14: Dec’14- Feb’15 which are unpaid till 08.08.15. Smt. Mukherjee for Sri Balai Mukherjee had prayed to the O.P on 02.03.15 vide receipt No. 8341 for rectification of abnormal billing due to faulty meter.
The O.P further stated that in presence of letter the O.P installed a check meter having meter No. 2292273 in series with existing meter (Meter No. L0420669) for performance checking of the existing meter on 20.05.15. On 28.05.15 the check meter was removed from the circuit. And also a check meter report was also prepared duly signed by WBSEDCL representative and the representative of the consumer while installation and removal of check meter. From the check meter report it was clear that the existing meter was functioning quite nicely as both the meter showed consumption about 15 units. The consumer was duly intimated about it and also advised to pay the outstanding dues vide Memo No. BHT/CCC/E-11/306 dated 30.05.15.
The O.P also stated that the complaint petition are denied and disputed by this O.P that the statements made in this respect of the O.P stated that the O.P had not done any foul game against the complainant. The O.P had not done any illegal activities. So no question is arising for suffering against the complainant. Hence the O.P prayed for dismissal of the case.

Whether the complainant is entitled to get any relief as prayed for?
Decision with Reasons
Complainant has filed affidavit in chief and other documents. We are carefully gone through the documents and complainant’s affidavit in chief and we are of the view that complainant should redress his grievances before the proper Forum as this is not the proper Forum to raise billing dispute. Accordingly we are unable to give any relief to the complainant.
Hence
Ordered,
that the complaint be and the same is dismissed on contest against the O.Ps.
