Today is fixed for admission hearing. Perused the complaint and documents. It appears to us that a prima case has been made out against the OP/WBSEDCL. Let, the case be admitted.
Complainant is directed to file requisites at once.
Issue summons/notice accordingly.

On 22/02/2023 the complainant files another application U/S 38 of the C.P. Act, 2019 for seeking interim relief is taken up for hearing and treating the same as M.A. Case No. 11/2023.
Perused the interim application and documents. Heard Ld. Advocate on behalf of complainant.
We find from the interim application and document that the complainant has an electric service connection in the submersible pump being Consumer ID No. 500803960 under the OP. Complainant submits that he took electric line for his livelihood purpose. Complainant has been paying electric bill regularly except the outstanding bill amount of Rs. 1,06,621.67/- dated 08/02/2023 which is an exorbitant bill being claimed in every month. OP is already disconnected the electric service connection being Consumer ID No. 500803960.
The complainant also mentioned that he paid the bill of Rs. 31,102/- on 05/12/2022 as per order of Station Manager, Ahmedpur CCC, WBSEDCL dated 30/11/2022 as directed “You are requested to deposit Rs. 31,101.91/- and get the benefit of one time waiver scheme”. It is the submission of Ld. Advocate for the complainant that after payment Rs. 31,102/- as per waiver scheme, but next bill dated

08/02/2023 shows as outstanding Rs. 1,06,621.67/- for January 2021 to January 2023 it is challenged bill. The said electric connection has already been disconnected by the OP. Thus the complainant prays for an ad-interim order to the OP to restore the service connection.
In this juncture without going into the merit of the case we think electricity is most essential part of the human life in present day situation. Moreover, the complainant is depending upon the present electric line for his livelihood.
We think ends of justice would be met up if the OP is to direct to restore the electric connection.
Hence, it is,
ORDERED,
the petition dated 22/02/2023 filed by the complainant for restoration of his electric connection i.e. M.A. Case No. 11/2023 is allowed without contest. No costs.
The complainant also directed to pay the current bill month by month/quarterly in respect of this service connection.
The OP/WBSEDCL is directed to restore the electricity service connection being ID No. 500803960 of the complainant within 3(Three) days from this date of order positively. OP is also directed to issue bill month by month/quarterly without generating the challenged bill.
Thus the M.A. is disposed of.
Fix. 06/04/2023 for S/R, appearance and W/V from/by the OP/WBSEDCL.
Copy of this order be supplied to the parties each at free of cost.
