There appears no deficiency in service on the part of the opposite parties. Moreover, it is the complainant who had showed his inability to join the Institute of the opposite party, therefore, this complaint does not seems to be maintainable before this Forum. Moreover, the opposite parties are having no office with the jurisdiction of this Forum. Accordingly, the complaint is ordered to be returned to the complainant being not maintainable before this Forum for filing the same in appropriate Forum, if permissible under the law. The original documents, if any, be returned to the complainant against proper receipt after retaining copies of the same. The file after registration and needful be consigned to the record room
