Today is fixed for admission hearing. The Ld. Lawyer of the complainant is present. He submits that the meter was not functioning for a long time and average bill was issued and the O.P. sent a notice claiming Rs.45,770/- as outstanding bill.

When there was a dispute as to whether the meter was functioning or not, this Forum is not an expert in this regard and according to provision of regulation No.55 of W.B.E.R.C, the appellant should approach the said authority regarding his redressal. As such this Forum has got no jurisdiction to entertain the matter. Moreover, in view of the first appeal No.A/907/2017 it has been decided that District Consumer  Redresal Forum will have no jurisdiction to entertain in this matter.

Hence, it is

that the petition is not admitted as it is not maintainable and the same is rejected.
