Case called out. Complainant is absent. O.Ps are present through Counsel. It appears from perusal of the record that the complainant is not appearing since long back. He has also not filed his rejoinder affidavit against the counter affidavit filed by the O.Ps. It appears from careful perusal of the record that, the complainant did not make payment of Rs.57,930/- till 31/07/1993 as per terms of the allotment order, therefore cancellation of allotment by the O.P. was wholely justified. It also appears from perusal of the record that the present complaint is highly time barred because, the cause of action for the present complaint arose to the complainant on 31/03/1994 when the allotment was cancelled by U.P. Awas Vikas Parishad. The requirements of limitation U/Sec.24 A(1) is mandatory requirement and in view of this provision of the Consumer Protection Act,  the present complaint is highly time barred. In view of the above discussion, the present complaint is liable to be dismissed. This complaint is dismissed accordingly. Both the parties shall bear their own costs.
