This complainant’s appeal is directed against the order dated August 03rd, 2016 of District Consumer Disputes Redressal Forum, Kurukshetra (for short, ‘District Forum’) whereby complaint was dismissed.

2.      It is the case of the complainant that she has domestic electric connection at her house bearing No.532, Sector 30, Kurukshetra.  Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL)-opposite parties sent her electricity bill for an amount of Rs.8188/- for the consumption of 1275 units for the period December 16th, 2014 to February 16th, 2015, which was wrong.  The house in which the electric connection is installed was constructed upto 25% and nobody resides in the said house.  Prior to the present bill, the average consumption of the electricity was 7 units or sometimes even it was not used and the bill was used to be paid on minimum basis.  She approached the Sub Divisional Officer, UHBVNL, who reduced the amount to Rs.6597/- as mentioned in the electricity bill itself.

3.      UHBVNL was proceeded ex parte before the District Forum after filing the written version.

4.      During the hearing of the case, a proposal was made by Shri Bhim Singh, Advocate that he is satisfied in case UHBVNL, Kurukshetra overhaul the account from April 27th, 2014, the date when the meter was installed till date without charging any surcharge, penalty etc.

5.      Shri B.D. Bhatia, Advocate assisted by Shri Ashwani Kumar, Commercial Assistant has accepted the proposal and has stated that account of the complainant would be overhauled and thereafter, a fresh bill will be issued to the complainant and new meter shall be installed within one month in the presence of the complainant.
