ORDER     By Smt. Padmini Sudheesh, President:             The complainant is the proprietor of Sign Colour Lab and Digital Studio. Power to the unit is being supplied by the respondents and the payment thereof is being made by the complainant. The complainant is in receipt of a bill dated 18.1.07. The bill amount is not legally payable by the complainant. The complainant has not left any power bill unpaid. So the question of penal bill does not arise. The bill is illegal. Hence the complaint.             2. The respondents are called absent and set exparte.             3. In order to prove the case, the complainant filed affidavit and Ext. P1 document.             4. It is the case of complainant that Ext. P1 bill is illegal since he has not left any power bill unpaid. In the bill penal interest is shown as Rs.6919.56. According to the complainant, he is not liable to pay this amount. It is true that he has not adduced any evidence to show that he has paid the entire normal bills amount and he has not arrears. But the Corporation is remaining exparte. No contrary evidence come before the Forum.           5. In the result the complaint is allowed and Ext.
