            Parties file haziras. The case is taken up for hearing along with the petition filed by the complainant on 04/03/2013. Ld. Lawyers for the parties pray for disposal for the case on the basis of pleadings of the parties and the documents filed. They decline to adduce any oral evidence. Accordingly, heard Ld. Lawyers for both the parties at length. Perused the petition of complaint, the written objection thereto and the documents filed.

             Admitted position is that the complainant applied for domestic electric connection to the Op. no.3 and thereafter the complainant duly deposited the amount as per quotation supplied by the Op. no.3. Thereafter electric connection was duly given by the Op. no.3 at the house of the complainant. Thereafter the electric connection of the complainant was disconnected by some unknown person/authority and on being brought to the notice of the Op. by the complainant and as per settlement made by the parties, the complainant again deposited money for extending electric connection to the house of the complainant. Accordingly the men of the Op. no.3 made attempt to give electric connection to the house of the complainant when they were prevented by some local persons.

                     Therefore on consideration of the facts and circumstances of this case, it appears that there was no actual deficiency in service on the part of the Ops. The men of the Ops. were

prevented by some local persons from doing there job. Needless to say that electricity is an essential service and in a civilized society one can not spend days without electricity. The situation becomes worst when one sees persons living around him/her are enjoying   electricity connection.

                   Under such circumstances the Ops. are hereby asked to make further attempt for extending electric connection to the house of the complainant and in doing so if they are prevented/obstructed by any person(s), they may seek help of the local police i.e., Kharagpur (Town P.S.), and if  sought for, the police shall extend all sort of help to the men of the Ops. in discharging their legal duties.

                    The case is thus, disposed of. Parties be supplied copy of the order free of cost.
