JUDGMENT
The facts of the complaint in brief is that, the Ops are collecting money from the people for not abiding traffic rules and regulations including traffic signal rules and helmet related issues. But the concerned authority is responsible to deliver the appropriate rules and regulations guidelines and related aspects to the public. But unfortunately the OP 1 is not delivering the same. The traffic sign board displayed in front of the OP is indicating false rule/traffic sign which is not accurate and sound for the public information. The interesting thing is that this department is collecting huge amount of money from the public for violation of traffic signal/rules and the office itself displays false sign inside its premises. Hence, this complaint.
On being noticed, the O.p 1 appeared and filed any written stating therein that the OP 1 is conducting the enforcement checking and joint checking with the help of police and the compounding fees have been collected for violation of M V Act and rules and further driving two wheelers without helmet, using mobile phone while driving the vehicle, without registration number plate are mainly checked in the town area by the policy. The complainant has made regarding wrong display of traffic signal and the fact is that the said board has 74 traffic signal out of which only one signal has wrongly mentioned in odia language and the board has been affixed since long by the predecessor and there is no record who has affixed the said traffic signal board and that mistake has been rectified and hence the case may kindly be set aside.
