- The case of the Complainant is that the Complainant has purchased a vehicle from Mr. Rabindra Nath Das and a challan was issued against the said vehicle for an amount of Rs. 22,439/- on dtd. 29.10.2021 in the name of Mr. Rabindra Nath Das. The said Challan was paid by Mr. Rabindra Nath Das through ICICI Bank, Net Banking on 28.10.2021 and the Bank transaction status was shown successful. After clearing the Challan amount by Mr. Rabindra Nath Das the said vehicle was transferred in the name of the Complainant. Unfortunately inspite of clearing the said challan as it has already been paid by Mr. Rabindra Nath Das, it was showing that the Challan has not been paid. On dtd. 11th August, 2023 once again the Complainant had to pay the same amount for the same Challan. The payment has been made twice for the same Challan. When the Complainant has insisted several times to the concerned R.T.O Department, then they are not paying any heed to the request of the Complainant.

- After going through the records, evidences and documents, it is observed that the payment has been made twice for the same Challan for registration of the vehicle in favour of the Complainant. The Complainant contacted the OP but no respond came for refund of excess amount. So, deficiency in service found against the OP.
ORDER
The case is disposed of on ex-parte. The O.P is directed to refund the excess amount of Rs. 22,439/- to the Complainant. Further, the OP is directed to pay compensation of Rs. 20,000/- towards harassment as compensation and Rs. 5,000/- towards cost & litigation expenses of the petition to the Complainant within 30 days from the date of order, failing which the amount will further carry with 9% interest per annum till realization to the complainant.
Order pronounced in the open Court today on 6th day of May, 2024.
