The Complainant files Memo stating that complaint may be dismissed as not pressed.  Heard the OP.  OP submits that cost may be imposed.  In our opinion, it is not proper to impose cost.  Hence, the prayer to award cost is not accepted.  Hence complaint is closed – No costs.
