It appears from the body of the complaint that, a cheque was issued favoring the complainant by the Dy. Commissioner and Dist. Social welfare officer, Kalaburagi.  The cheque was refused on the ground of “payment stopped by drawer”.  

      The background of hte ase being as such, there is no relationship of the complainant as consumer with the O.P. Bank, since the later is not service provider.   

       Hence the entire case primafacie is misconceived and stands rejected.

            There would be no orders as to costs or otherwise
