In the result, the complaint is  partly allowed.  

                  (i) The  opposite parties   jointly or severally  directed   to pay  a sum of Rs.10,000/-  as refund  the amount  paid by the complainant to the  mobile phone number 9842875946 and they directed  to pay a sum of Rs.10,000/-(Rupees ten thousand only) towards compensation for the mental agony suffered by  him  owing to the deficiency of service on the part of the opposite parties and Rs.2000/- (Rupees two thousand  only)  towards cost of his litigation within  30 days from the date of this order failing  which it shall carry interest at the rate of 12% per annum from the  date  of this order  till the date of its realization.
