We heard Mr.P.P. Kumar, Advocate for the complainant.

Complainant is not a consumer in respect of energy meter/connection.  The energy consumption bill in respect of which a dispute is raised and deficiency in service is alleged, is in respect of said energy meter.  When we asked Learned Counsel for the complainant about what steps were taken to get the energy meter transferred in the name of complainant, he said that no steps were taken with the opponents/M.S.E.D.Co. Ltd.  Furthermore, the dispute, as it appears, arose during the period 2004-2007 energy consumption bill. Arrears were continues to be demanded in the subsequent bills.  No dispute is filed within two years from the first bill for energy charges.  Considering all these aspects, inter alia, including provisions of Section 126 of the Electricity Act, 2003; we find that the complaint cannot be entertained.  Hence, the order:-

-: ORDER :-

1.       Complaint stands rejected accordingly.

2.       No order as to costs.

4.       Copies of the order be furnished to the parties.
