The complainant seeks to avail amounts that had become  due to him upon his retirement. Admittedly he retired on 2011, March 31. The amount became due on 1/4/2011. This complaint was filed on 16/4/2019. After deducting  a period of one year  the complainant might have spent in making enquiries, the cause of action must end atleast by 01/04/2014. 

That being so, this complaint is grossly barred by limitation. No explanation as to the cause of delay is also forthcoming.

Hence the complaint is dismissed as grossly barred by limitation by over 5 years.
