Order-   Respondent to remove deficiency in service by withdrawing the bill dated nil  for the amount of Rs. 16028.95 and submit a fresh bill as per minimum charges till April 90 and ad per minimum charges or on the basis of average consumption recorded by a new meter whichever is monre till 21.9.90 and thereafter according to actual comsumption recorded by new meter. Respondent further to pay Rs.1000/- as damages and Rs.500/- as cost of this litigaton.
