Petitioner present. Opposite party represented. Heard both sides, admittedly meter of the petitioner was faulty from 4/2006 and faulty meter was replaced on 10/2008.
As per regulation 33(2) of K.S.E.B Terms & Conditions of Supply 2005, In case of faulty meter, during faulty period, board shall issue bill based on previous six months average consumption and faulty meter shall be replaced within one month.
In the version opposite party admitted that they are ready to issue fresh bill for Rs.624/- considering the preceding average of petitioner in accordance with law.
Since the non-replacement of faulty meter and issuance of short assessment bill amounts to deficiency in service we set aside bill dtd 18/8/11. Opposite party is ordered to issue fresh short assessment bill for Rs.624/-. Petitioner is directed to remit the aforesaid bill amount in 5 monthly equal installments. Petition disposed accordingly with aforesaid directions.
