Complainant is having 3.25 acres of land in Idukki District, Udumbanchola Taluk. In the year 1972, the complainant approached the Special Taluk office, Nedumkandam and as per the direction of the special Taluk officer, complainant paid Rs.379.74/-, on the head of account 029 as Chalan No.608 on 28.11.1977 for getting patta for his property. Thereafter the complainant obtained LA No.777/72, LA No.47/77 and the survey of the property were also finished in 1977. After that, the complainant several times approached the opposite party, but the opposite party replied that there is a stay order from the court against issuing of Patta. The complainant approached through MLA in the Revenue authorities for getting patta of his property and on 03.12.2002 the Revenue authorities has entrusted the District Collector for the enquiry of his application. On 29.07.2005 the complainant revealed from the Udumbanchola Taluk office that the LA No.777/72, file has not found in the office. So that the complainant filed several complaints before the Chief Minister and District Collector and the file was received in the office, but the further proceedings were not done by the opposite party. On application as per the Right to Information Act to the Revenue Department Civil Station Idukki replied that on 31.03.2008 there are bogus pattayams in Udumbanchola Taluk and the enquiry is conducting about the same. So this petition is filed for giving direction to the opposite party to issue to the patta of the property of the complainant.
Before going to the evidence, the matter was heard from the part of the complainant and we think that the processing and distributing of patta is a statutory Act of the government and it is not a Consumer dispute as per the Consumer Protection Act 1986. So it is not proper to interfere in the matter.
Hence this petition dismissed.
