This complaint has been filed by the complainant u/s 12 of the Consumer Protection Act 1986 on the averments that complainant made a PAN card no.ACUPK2089 issued by the office of OP in the year 2010. It is further alleged that in October, 2016 complainant applied for a loan in the nearest Bank then the complainant came to know that the office of OP has issued another PAN card on the same number in the name of same person. The complainant approached the OP and made request in writing to correct the PAN card of the complainant. The complainant also sent a letter to the office of Income Tax Office, Ward no.2(4), Gaziabad (UP) and also sent e-mail but till today no action has been taken on the request of the complainant.

It is pertinent to mention here that Commissioner Income Tax Office, Karnal has been made the OP only but the complainant has not produced any document or other evidence vide which it can be said that PAN card was issued by the OP. Complainant alleged that he has made written request to the OP but no copy of the same has been placed on the file. The complainant alleged that he had written letter to the Income Tax Officer Gaziabad (UP) but he has not been made party.
3. From the pleading and documents attached, it cannot be said that the OP was issuing authority of the PAN card of the complainant. In these circumstances, the complaint against OP is not maintainable so the same is not liable to be admitted. Hence, the same is hereby dismissed at the stage of admission. . The party concerned be communicated of the order accordingly and the file be consigned to the record room after due compliance.
