            Hd. The Ld. Lawyer for the complainant on the point of admission considered.

            The present case has been filed being aggrieved by the letter dated 23/7/12. The complainant prayed for electric connection to his land. By the impugned letter, the Op. no.2 asked the complainant to deposit Rs.1,06,136/- pending towards previous connection which was disconnected on the allegation of theft of energy by the complainant for which a criminal case is pending under such circumstances and in view of the fact that the complainant has only applied  and not paid any change, we are of the view that for the purpose of this case the complainant is not a consumer. According, the case is not admitted and hence, it is disposed of.
