Complainant continuously absent. No representation. Though the case is posted for admission hearing even after issuing notice, the complainant has not appeared. Further on perusal of the complaint and document it is seen that the grievance of the complainant is that he did not receiving a Pollution Control Certificate from Pollution Control Board. This is not a consumer dispute since there is no hiring or availing of any service. The duty of the Officer concerned is a sovereign statutory duty. The complaint not maintainable. Hence dismissed. No costs.
