ORDER

The complaint is allowed. The bills dt. 21.07.91, 21.09.91 and 21.11.91 are set aside and the department is asked to prepare a fresh bill for the disputed period on the basis of the highest bill received during the six months prior the date of first disputed bill (dt. 21.07.91) (STD was disconnected in october 91) and adding 10% to the amount so determined and the complainant be asked to pay that amount. Opposite party is also directed to pay Rs.250/- as court cost to complainant within four weeks from the date of receipt of this complaint.
