                   Present:  Shri O.P. Verma, Adv., for the complainant.

                   Complainant  came for redressal of his grievance to this Forum with the averments that since he is paying the house taxes and Estate Revenue, therefore,  he  comes under the definition of consumer of Gram Panchayat  and the Gram Panchayat is bound to manage and solve the difficulties and problems  of his consumers.

        But, this Forum finds no relationship of consumer and service provider between the parties because the opposite party is a statutory body working under rules and regulations of the Government and does not work or provide service for an individual person. House taxes and estate revenue are paid under the Act and mere paying of same does not constitute the complainant to be a consumer. Hence, the complaint in hand is not maintainable before this Forum and the same is dismissed.  The file after registration and needful be consigned to the Record Room.
