ORDER

Complainant is present. 
Evidence is recorded exparte. 
We shall now proceed with the case for final decision. 
Petitioner's case in short is that he is a regular customer of electricity consumption, Anandanagar electricity Takarjala, Jampuijala. He was paying electricity bill but no bill was supplied to him since 2016. Without the meter reading the consumption charge was claimed @Rs.500/- per month. Kamal Babu the Cashier misbehaved with him when he asked for giving electricity bill about consumption. Without supplying any bill they are taking the money and giving no receipt. Being the consumer he prayed for redress. 
Petitioner produced the bill copy, consumer book and complaints filed by him before the Senior Manager. The evidence recorded exparte. 
O.P. Senior Manager, Jampuijala, Takarjala and the Junior manager, did not appear after receiving the notice to contest the case. 
We have gone through the evidence  given and documents supplied. From the scrutiny of the bill papers it is found that some times in the year 2014 amount taken was Rs.141/-, sometimes Rs.518/-. But what unit was charged was not written in the consumer book. In the year 2015 sometimes Rs. 1273/- was taken and some times Rs.141/- was taken. But what unit consumed not written. 
We have gone through the bill for the month of 2016 and found that 48 unit was consumed and Rs.223/- was charged. In the month of May 85 unit consumed and Rs.442/- was charged. Thus the consumption was shown whimsically. In the month of December, 2015 consumption was shown 40 units. In the month of August, 2016 consumption was shown 57 unit. We do not understand how Rs.500/- per month was claimed by the cashier without supplying the bill. Average consumption was from 40 to 57 units during the year 2016. For the month of September, October, November no bill was supplied. But the cashier of the office of Jampuijala, Takarjala Electrical Sub- Division claimed Rs.500/- per month. Receipt not given. O.P. Senior Manager, Junior Manager did not take care of the welfare of the consumer. This is deficiency of service by both of them. 
We therefore, direct the O.Ps to receive the minimum bill @ 245/- per month for the month of September, October, November from the petitioner as unit consumed in the month of 2016 is found 57. We also direct the O.Ps to supply bill about actual consumption and install effective meter in the house of the petitioner. Due to deficiency of service by the O.Ps petitioner was harassed. He is entitled to get compensation amounting to Rs.2000/-. We direct the O.Ps to pay this amount and also take necessary step for supplying bill about the actual consumption found in the electric meter.
Supply copy of the order to the petitioner and the O.Ps.
