The case is fixed for argument.
After hearing argument from both sides the Commission proceeds to dispose of the case as hereunder: -
The Complainant’s case is that he has an electric connection to his submersible pump vide Consumer I/D No.202322455 and three phase meter No.RGX76002. Since installation of connection on 02/08/2014 the O.P. sent bill for the Period 02/08/2014 to 25/04/2017 which was found incorrect and subsequently rectified bill was sent to the Complainant. The Complainant has approached this Commission for appropriate relief challenging the electric bill for the bill Month August, 2017 with previous reading dated: 02/08/2014 to current reading date: 13/07/2017 for units consumed 19283.
O.P. contested the case by filing a written version stating the actual fact that according to the rectified bill for the aforesaid consumption the Complainant has still the outstanding dues of Rs.2,00,021/- with LPSC Rs.1,73,755/-.Unless outstanding dues is paid electric connection of the Complainant is liable to the disconnected.

-: Decision with reasons: -
Having regard to the facts of the case, submission, contention and documents from both sides the Commission finds that during the period from 2014 to 2017 roughly for three years actual consumption could not be calculated due to defective meter but subsequently it was rectified by arriving at the correct consumption unit of 19283 for which the Complainant has to pay outstanding dues of Rs.2,21,000/- and LPSC of Rs.1,73,755/- as referred to in the written version. At the time of hearing no payment could be shown for that disputed period. However it is not the fault of the Complainant for non-payment of outstanding dues as he was not in receipt of regular bills during that period and as such the Complainant is not liable to LPSC of Rs.1,73,755/- but he is liable to pay the outstanding dues of Rs.2,21,000/- for consumption of 19283 units after adjustment of payment if any in four monthly installments positively by May, 2024 together with current bill in default the O.P. will be at liberty to take legal action in accordance with the law.
Both parties be supplied copy of this Judgement free of cost.
