          Heard Sri H K Srivastava, learned Counsel for the appellant.

          The instant application has been filed to recall the order dated 27-09-2013 and to restore the appeal to its original number.

          I have gone through the order passed by this Court dated 27-09-2013. From the perusal of the said order it is clear that no one was present on behalf of the appellant, nor on behalf of the respondents. The appeal itself was received by the office of this Court by post. The appellant is Zila Panchayat, Mirzapur, U.P., through Additional Chief Officer. The appellant was supposed to take the steps, however, no steps have been taken by the appellant despite the letter sent to the appellant by the registrty of this Court.

          After considering the aforesaid facts this Court has dismissed the appeal in default.

          Heard the Counsel for the appellant.

          I find no basis to recall the order dated 27-09-2013 and to restore the appeal.

          Accordingly the application is dismissed.

Let copy of this order be made available to the parties as per rules.

            The Stenographer is requested to upload this order on the website of this Commission at the earliest.
