       In the result, the complaint is partly allowed against OPs.1 & 2.  OPs.1 & 2 shall refund Rs.4,200/- together with interest thereon at 9% P.A. from 10-2-2006 till date of payment within 30 days from the date of communication of this order.  The rest of the claims of the complainant are disallwed.  The parties are directed to bear their own costs.
