Heard Mr. J. Sarma, learned counsel, appearing for the appellant/petitioner and also heard Mr. Hiranya Kr. Pujari, respondent present in person.

            Seen and perused application for condonation of delay filed by the appellant, Superintendent of Post Offices, Dibrugarh. The petition has been made against the order dated 15/2/2007. So, it has been made after 8 years of order dated 15/2/2007. Only plea, explanation and submission made by Mr. Sarma, learned counsel for the appellant is that there has been communication gap. We are unable to understand this communication gap in respect of a party-Post Office which is itself a department of communication. Courts in this country have expressed displeasure in respect of State being a litigant. Here unnecessary litigation is being fought after long laps of time only to harass a citizen. Considering above, we are unable to allow the petition for condonation of delay. It is rejected.

            The consequent result is the dismissal of the appeal.
