" Consumer means any person who-<br /> buys any goods for a consideration paid or promised<br /> or partly paid and partly promised or under any<br /> system of deferred payment and includes<br /> any user of such goods other than the person <br /> who buys buys such goods for consideration <br /> paid or promised or partly paid or partly promised.<br /> or under any system of deferred payment, when such <br /> use is made with the approval of such person but<br /> doe not include a person who obtains such goods for <br /> resale or for any commercial purpose. "<br /> In this case complainant has no proof with him that he got connections and paid consideration and it is not case of the complainant that someone has purchased these connections and paid price of the connections fully or partly, he has not produced any document which can prove that complainant has obtained approval of the opposit party. From the perusal of complaint it is also not clear that how many recharge coupens were purchased by the complainant and at what rate deductions were made by the Company.<br /> From the abovementioned definition of consumer it is clear that complainant does not fall within the definition of consumer and contents of complaint are also not clear regarding relief claimed by the complainant.
