Heard learned counsel for petitioners on          admission.
Succinctly, put facts are that expecting good yield though petitioners purchased 1002 Kgs of maize seeds through respondent-authority, suffered loss to the extent of 75% of normal yield, for seeds in question were of substandard quality. Eventually consumer complaint was filed before District Forum, which was resisted by respondent holding that University had been marketing NAC 6004 qualifty throughout country and though they released 4386 Kgs of maize seeds to Karnataka, no person except petitioners made complaint about seeds in question to be of substandard quality. Respondent released seeds after due test in laboratory and that apart complaint was resisted also on premises that yield of crop depends on variety of factors including nature of soil and also procedure followed by farmers. Though Assistant Director of Agriculture issued a certificate about quality of seeds in question to be not of poor quality, District Forum having overruled contentions raised, while accepting complaint, awarding compensation of Rs.28,260/-, directed respondent to pay value of seeds of Rs.28,260 along with interest @ 9% p.a. Litigation cost of Rs.3,000/- too was awarded by District Forum. When matter was carried in appeal by respondent, State Commission having regard to finding of expert which assessed loss suffered by petitioners, reduced award to 50% along with 9% interest as awarded by District Forum. Various contentions are raised on behalf of petitioners about loss suffered by them, finding reducing award to be rational, we find no good reason to disturb finding of State Commission. Revision petition is resultantly dismissed with no order as to costs.
