Heard the complainant who is in person regarding admission of this complaint.  It is the grievance of the complainant that he got two dogs treated for certain disease with the Op who is a doctor working in Government Veterinary hospital, it is alleged that due to negligence of the Op in treating his dogs, both dogs died.   Therefore, alleged that the Op has caused deficiency in her service by exhibiting negligence in treating his dogs.   Admittedly, the Op is working as a Veterinary Surgeon in a Government hospital.   Complainant has not produced any documents in proof of payment made for availing treatment to his dogs.   However, complainant submits that though he had paid some amount to the Op but she did not issue any receipt, that submission cannot accepted.  In view of the mandatory requirement of payment of consideration or deferred payment for availing service to become a consumer, the complaint at the threshold is liable to be dismissed.  Therefore, complaint against a doctor who is working in a Government Hospital for the above reason cannot be entertained and the same is dismissed at the stage of admission.
