Heard counsel for the petitioner who submitted that the petitioner wanted to give better facilities to the complainants by providing electricity for 24 hours on payment of additional nominal amount of Rs.2,000/- each. The complaint was filed by 16 persons who had applied for connection under ‘Rajiv Gandhi Village Electrification Scheme’. The complainants deposited the entire amount due under the said scheme but they are not provided electric connections. In the meantime, the petitioner introduced another scheme of ‘Chief Minister - Electricity’ under which the complainants were required to pay additional amount of Rs.2,000/- each. Since the complainants had already applied under ‘Rajiv Gandhi Village Electrification Scheme’ and had paid the entire amount under the said scheme, the petitioner was bound to give connections under the said scheme and the complainants could not be forced to take connections under the new scheme, which was introduced later on. The orders of the fora below to give electric connections under the ‘Rajiv Gandhi Village Electrification Scheme’ as also compensation and cost awarded, therefore, cannot be interfered with in exercise of revisional jurisdiction as we do not find any illegality, material irregularity or jurisdictional error in the orders of the fora below. The revision is accordingly dismissed with no order as to costs.
