Complainant present.  Heard.  The opposite party like any other govt.servant has discharged the function in his official capacity and no liability or deficiency in service can be fastened on the opposite party by name and as such the complaint is not maintainable against the opposite party individually but by his designation.  The fees of suomotto vide order dated 29/08/2024 Rs.560/-paid by the complainant are only statutory obligation of the complaint and in no ways can be termed as a consideration paid.

In view of the above, the complaint is found not maintainable before the Commission and hence returned to the complainant with liberty to approach appropriate legal authority for redressal of his grievances if any.
