O R D E R

1.    This is an appeal filed U/s.41 of CPA 2019 by Complainant/Appellant aggrieved by the order dtd.21.02.2024 passed in CC/9/2024 on the file of Mandya District Commission. (Parties to the appeal henceforth are referred to their rank assigned to them by the District Commission).
2. The Commission examined grounds of appeal, impugned order, appeal papers and heard Appellant/Mr.Venkatesh Jayaram who is very much present before the Commission.
3. According to the Complainant his grievance would be against CEO, Mandya Jilla Panchayath/OP.1 and PDO, Grama Panchayath/OP.2 who are none other Govt., Officers and as he has placed nothing on record for having availed paid service from OPs.1 & 2 we are of the view the District Commission has rightly dismissed the complaint at the threshold. Hence proceed to dismiss the appeal with no order as to cost. It is hereby observed, Appellant is at liberty to approach competent authority or the Legal Services Committee, Madduru Taluk in Mandya district and make a request to register his case under pre-lit case.
4. Notify copy of this Order to the District Commission and parties.
