          The appellants are the opposite party/Water Authority in OP.484/2003 in the file of CDRF,Kollam. The bill issued by the appellant towards water charges stands cancelled on the ground that the bill has been issued for a period of 51 months from 1.4.99 to 9/2003.  The bill was issued on 14.10.03.

          2. It is pointed out by the appellant that the bill is with respect to the amounts due towards the provisional invoice card.  We find that the Forum has not considered the same.  It is also submitted that the version filed was not  accepted. 

3. There is no representation for the complainant/respondent. 

4. In the circumstances the order of the Forum is set aside.  The matter is remitted back.  The Forum is directed to permit the opposite  parties to file version and contest the case and dispose of the matter on merits.  The Forum will issue notice to the complainant.

          5. The case stands posted before the Forum on 19.3.2010.

          Office is directed to forward the copy of this order  to the Forum urgently.
