SMT. N. SHAJITHA BEEVI (MEMBER) For Smt. Retna Bai the Power of Attorney Holder Sri. Balaraman A.B. has filed this complaint before the Forum against the opposite party K.W.A. represented by its Secretary and Asst. Executive Engineer alleging deficiency of service on the part of the oppsotie party. Smt. Retna Bai who is now residing at Bombay has given Power of Attorney to her nephew Sri. Balaraman A.B. to file this complaint before this Forum against opposite parties seeking relief. The complainant Smt.Retna Bai ought to have file the complaint before this Forum. The Power of Attorney Holder Sri.A.B.Balaraman is not a Consumer by virtue of Section 2(1)d of the Consumer Protection Act, 1986. So the complaint is not maintainable and is dismissed.
