            The case of the  complainant is that he is a consumer of the opposite parties and he is a domestic user of water.  While so he received a notice on 6/09 to pay Rs.52,040/- and last date for pay was fixed on 22.6.09 and hence the complaint is filed on the basis of deficiency of services.

            2.  The  opposite parties filed the version denying the allegations and also stating that they have done  as per  the norms.  

            3.   On the side of the complainant’s proof affidavit and produced 4 documents  and marked as Exts.A1 to A4.  Opposite parties also filed counter affidavit and produced 4 documents and marked as Exts.B1 to B4.

4.  We have gone through the  pleadings and documents.  It is clear that the additional bill issued arbitrarily, which is not expected from the  opposite parties which an instrumentality of state.   Hence there is deficiency in service on the part of the opposite parties while rendering their services. 

In the result, complaint allowed.  The opposite parties are not entitled to realize the amount as per the additional bill for Rs.52,040/- and quashed.   It is  also made  clear that if the water connection is disconnected by the opposite parties on the basis of said bill,  it is to be restored forthwith.     No order as to costs.
