          Delay was condoned bv order dated 12.10.2010 passed in MA/10/165 by the State commission.  by said order delay was condoned subject to payment of cost of  `1000/-.  Thus from 12.10.2010 till today that is 7.6.2011, the appellant has not deposited the amount of cost as directed by order on delay condonation application.  Several times, the matter was adjourned and there was ample opportunity to comply with order.  There is no valid ground for not making payment of cost as directed.  Apart from that, there was/is not voluntary payment.  Appellant is attempting to offer payment on being pointed out the fact of non-payment. it is a case of complete negligence on the part of appellant.

          in the circumstances, appeal stands disposed of as time barred for non-compliance of orders passed on delay condonation application on 12.10.2010.
