The petitioner has filed this case with prayer to direct the opp.parties to restore power supply to consumer No. 02055452.
1. The petitioner’s case runs thus :-
That, the petitioner is a BPL consumer under the opp.parties bearing Consumer No. 02055452 (domestic) . Since November, 2014 the petitioner was using electricity and was paying regular electric bill. Suddenly in the month of January, 2015 the opp.parties demanded Rs. 5168.00 towards electric bill which is illegal. Due to non-payment of the bill without any prior notice the opp.parties disconnected the power supply in the month of March, 2018.The petitioner has repeatedly requested the opp.parties to waive out the illegal demand and restore the power supply but they did not turn up. So being harassed by the opp.parties, the petitioner has filed this case for relief as per the complaint petition.
2. Being noticed the opp.parties appeared and filed written version and admitted the fact of disconnection of power supply from the complaint’s residence.
3. During argument the complainant requested to verify the spot and take meter reading. After verification the opp.party (opp.party No.1) has submitted the report that the meter Sl No. is 422251 and present meter reading as on 21.9.2019 is 0100.1.
4. Being a BPL consumer and as he has only one small room the complainant was using one point only( LED/CLF ) ball, for which his consumption was maximum 2-3 units per month . But without taking proper reading the Enzen has issued a fake bill, showing use of 2120 units. When the complainant submitted that his total use is 100 units , the SDO,Electrical,CESU (opp.party No.1) was directed to verify the same and submit report. Accordingly opp.party No.1 has submitted a report on 26.09.2019 mentioning the total consumption (meter reading) as 0100.1 units. Thus this forum has come to a conclusion that the high amount bill given is wrong. Hence the consumer deserves protection and relief. However the complainant is directed to deposit Rs. 500.00 and the opp.parties shall accept it and immediately restore power supply to the house of the complainant. In the circumstances no cost or penalty is awarded against the opp.parties.
5. Hence the order.

The case is disposed of on contest against opp.party No.1 and exparte against opp.party No.2 & 3.
The complainant is directed to deposit Rs. 500.00 with the opp.parties (opp.party Nos.1 & 2) and the opp.parties shall acknowledge it by issuing receipt. Then immediately i.e latest within two days of receiving the money , they shall restore the power supply to the house of the complainant. If the meter is running properly it is ok and in case of any defect in the meter, the opp.parties shall fix a new meter and collect the rent from the date of fixing the new meter or from restoration of power supply as per meter reading.
