Final Order / Judgement

                                         The case record is put up today for hearing on the point of admission. Neither the complainant is present nor takes any step. Thus, the hearing on the matter could not be taken up.

                                         As it appears from the case record, the case was registered on 26.06.2023 and the case was posted to 04.07.2023 for hearing on the point of admission. On the same day, the complainant remained absent, for which the case was posted today for hearing on the point of admission. Today also the complainant remained absent and no step is taken. On repeated calls, neither the complainant nor any advocate on his behalf is present.

                                         On perusal of the complaint petition, it is seen that he has filed the present case against the SDO, TPNODL, Markona with a prayer for correction of the electricity bill and for his long suffering, compensation of Rs.1,00,000.00 along with Rs.5,000.00 for litigation expenses.  The complainant has submitted photocopy of complaint dated 22.12.2022, photocopy of RTI application dated 20.02.2023, photocopy of RTI appeal, photocopy of electricity bill station report, photocopy of application to SDO, Markona dated 24.04.2023.

                                         While taking into consideration the prayer, as made in the complaint petition, it is seen that the complainant has submitted the status of the electricity bills from August, 2007 to February, 2023. It is not understood under what circumstances the complainant wanted to correct the electricity bill. It is not specifically mentioned in the complaint petition in which month or year or any part thereof correction is sought for. The complaint petition is also silent regarding the cause of enhancement of the electricity dues, either on assessment order or otherwise.  In the application made to SDO, TONODL, Markona, the complainant has mentioned that the Electric Department has altered two meters and the specific reasons for such alteration is not mentioned, either according to their sweet will or any defective was found by the OP,  which casts series of doubt. That apart, no medical certificate is produced by the complainant to satisfy the Commission that he has been suffering from any diseases. To justify his claim, the presence of the complainant before the Commission is absolutely required, but the complainant remained absent today. He should have put forth his grievances being physically present before this Commission, but he has not done so. Entire averments of the complaint petition suggests regarding the RTI application, RTI appeal and there is no good grounds available therein for consideration of the prayer, as prayed for.  Therefore, the complaint petition is not specific with regard to the prayer made thereof.  

                                         From the discussions made in the foregoing paragraphs, this Commission is of the considered opinion that the complaint of the complainant should be rejected at the stage of admission, being devoid of any merit.

                                         Accordingly, the complaint petition is rejected.

                                         Inform the complainant accordingly.
