The case is taken up for hearing on the point of admission. The complainant has made allegations against the RTO, Bhadrak for excessive fine.  The complainant has not mentioned in his on-line complaint that how he became a consumer? The complainant has neither purchased any goods or availed in service from the opposite party RTO by paying any consideration to come within the ambit and sweep of consumer as envisaged U/s 2 (7) in CP Act,2019. The RTO, Bhadrak has levied fine upon the complainant for breach and violation of provisions of the M.V. Act. The complainant may approach the appropriate authority with his valid Driving License to get relief of reduction of the fine levied. But in this instant complaint, he can not be termed as a Consumer, hence the case is dismissed at the stage of admission.
