            Sh. R.K. Garg, Advocate for opposite parties. 

Today the case is fixed for evidence of opposite parties. However, complainant has suffered a separate statement that as this Commission has no jurisdiction, so he withdraws the present complaint and permission to file fresh case before competent court may be granted. He has further stated that he has received provisional degree and mark sheet. In view of the statement of complainant, present complaint is dismissed as withdrawn with permission to file fresh case before appropriate court of law and may seek exemption of time spent before this Commission as per law. File be consigned to the record room.
