Complainant is present. Peruse the complaint petition. Heard the complainant considering the nature of alleged allegation of the complaint it can be said that the dispute is not amenable before the Commission since the O.Ps were discharging their statutory duties under the provision of M.V Act. The legality or illegality of the alleged challan cannot be tested before this Commission moreover the O.Ps are to submit police papers in the competent court for recovery and penalty from the complainant and if he is having any grievance he may approach the same court wherein the matter is pending. However, the complainant has filed this complaint on good faith as such benefit of Sec.14 limitation act be extended if he likes to file any objection petition.
