1.      Counsel for the parties present.  Counsel for the respondent files Vakalatnama, same be taken on the record. Arguments heard.

House No. 1544, Sector 6, Housing Board Colony, Karnal was originally allotted to one Sh. Jawahar Khatri resident of  F-2, Meera Ghati, Karnal.  Thereafter, this house was transferred in the name of Ravinder Singh, the complainant in this case vide letter dated 31.03.1993.  The Housing Board, Haryana –OP vide its notice dated 09.01.2008 demanded a sum of Rs. 76,765/- from the complainant which pertained to the years 1987, 1989, 1990 & 1991.  According to the OP, a sum of Rs. 77,718/- was found due against the account of the complainant in respect of the house in question, in respect of the above said years. 

2.      We have heard the counsel for the petitioner.  He has been harping on the same tune that notices were given time and again from February 1987 to April 1991, which are Ex. O-6 to O-10.  This is well settled that notices do not extend the time.  They cannot claim the amount after the expiry of three years.  The State Commission has placed reliance on its own judgment.  Period of 15 years has elapsed, they cannot compel the complainant to pay the amount after the expiry of 15 years.  The order passed by the State Commission is without flaw.
