Heard the learned counsel for the petitioner, Department of Telecommunication. Having regard to the entirety of the facts and circumstances of the case and the development that the State Commission has itself corrected the slight illegality in the order of the District Forum by holding that interest on the security shall be payable @10% p.a. instead of 12% p.a. and the amount involved in the ..2.. present case, the petitioner ought not to have approached this Commission by means of present revision petition. We say so because the deficiency in service on the part of the petitioner department is writ large in not communicating the technical non- feasibility of installing the telephone connection at the premises of the complainant for an undue long period of 10 years. The compensation so awarded by the District Forum and as affirmed by the State Commission, having regard to the circumstances, is in no way excessive or harsh. Accordingly, the revision petition is dismissed. We, however, grant four weeks’ time to the petitioner to comply with the directions failing which the payable amount shall carry interest @ 12% p.a.
