1.             Smt. Deep Sikha Gupta, complainant (referred to as complainant in short) has preferred the present complaint against the opposite parties (referred to as OPs in short) on the ground that the complainant is a consumer of one DS electric connection bearing account number 3003181390 and has been depositing the bills of electricity regularly since 2013.  The complainant is aggrieved on receiving the bill dated 1.5.2018 for Rs.17,660/- including Rs.2190/- as current consumption charges, but the OP has not explained about the remaining amount so recovered in this bill.  The complainant has further avered that the Ops have illegally and arbitrarily added an amount of Rs.15470/- in the said bill and nothing has been explained about the same. It is further averred tht the meter of the complainant is installed outside the premises of the complainant. Thus, alleging deficiency in service on the part of the OPs, the complainant has prayed that the Ops be directed to withdraw/quash the demand of Rs.15470/- so added in the bill dated 1.5.2018 and further to pay compensation and litigation expenses.

 

2.             Record shows that the Ops did not appear despite service, as such they were proceeded against exparte.

 

3.             The learned counsel for the complainant has produced Ex.C-1 to Ex.C-7 affidavit and bills of electricity and receipts and closed evidence.

 

 

4.             We have very carefully perused the pleadings of the complaint and heard the arguments of the learned counsel for the complainant. In our opinion, the complaint merits dismissal, for these reasons.

 

5.             The complainant in this complaint has averred that he is depositing the bills regularly since 2013. In this regard, we have gone through the copies of bills and receipts produced by the complainant on record and it has been observed that the complainant has produced only three number electricity consumption bills dated  29.6.2017, 1.9.2017 and 1.5.2018 with the payment dates 14.7.2017, 14.9.2017 and 14.5.2018 for the period from 22.4.2017 to 1.5.2018 with the same number of payment receipts dated 12.9.2016, 14.9.2017 and 07.11.2017,  whereas there should have been more than six numbers of electricity bills and corresponding payment receipts,  as the electricity bills are issued on bimonthly/monthly basis for  its payments. Further the dates of payments do not commensurate with the payment dates indicated on the electricity bill. This shows that the complainant has not been paying the electricity consumption charges regularly and paying the same as per his whims and fancies, which has resulted in accumulation of arrears of the previous bills and these have to be paid by the complainant for the consumption of electricity energy.  Besides this, the consumer did not bother to pay the current electricity bill which was included in the bill dated 1.5.2018 and instead preferred to file a complaint.

 

6.             In view of our above discussion, we dismiss the complaint of the complainant. However, the parties are left to bear their own costs. A copy of this order be supplied to the parties free of cost.  File be consigned to records.
