            Based on the report submitted by the M.E. Laboratory, Ludhiana, State Commission has concluded that the petitioner was guilty of theft of energy as he had tampered with the meter installed at his place. The test report states that the petitioner was found to be controlling the consumption as per his will.
            We agree with the finding recorded by the State Commission. No merits. Dismissed.
