is received. Meter Inspector or JE should be asked to visit the premises and test meter of the site with the help of stop watch. If, on testing complaint of the consumer is found to be incorrect, meter should he immediately replaced. If ,however, any loss thereof is suspected, the dismantled meter should be got tested from the ll Lab and Account of the consumer be overhauled on the basis of result intimated by the XEN/ME. Full details of extra amount assessed to consumer should be intimated to him as a separate bill. If accuracy of the meter is doubted, the same shall he tested in the ME Lab after payment of necessary charges as per Regulation No.71.2.1."<br /> Apparently opposite party has not adopted its own requisite rules and Regulations referred to above for checking of the meter alleged to be defective and also testing thereof in the ME Lab in the presence of consumer or his representative and also signing of the same ; moreso, impunged bill Ex.C4 clearly reflects the quantum of charges on connection load basis and not on average basis consumption as clearly laid down under Regulation No.73.1.2 Ex.R6. Therefore, in our considered opinion there is no justification to issue impunged bill Ex.C4 contrary to its own rules and Regulations and violation of principle of natural justice and also of the time frame for effecting the entire proceedings.<br /> In the ultimate analysis of aforesaid discussion we accept this complaint and quash the impunged bill Ex.C4 dated 4/9/2007 for the recovery of Rs.7270/-. We, therefore, direct the opposite parties to refund the amount of Rs.7270/- and also pay to the complainant monetary compensation to the extent of Rs.2000/- for mental agony and physical harassment besides Rs.1000/- as costs of litigation payable within one month from the receipt of copy of this order.<br /> Let certified copies of judgment rendered be supplied/despatched to the parties without any unnecessary delay and thereafter file be consigned to record room.<br /> <br /> Announced : ( Surinder Mittal ) ( A.K.
